Bug Mechanics: Why Does Amazon Charge VAT on Exempt Items?
Israeli tax regulations declare all personal imports under $75 completely exempt from VAT and customs duties (see our Import Tax Guide and the Israel Post Customs & Import Guide). However, Amazon uses a conservative risk estimation:
- Exchange Rate Buffer: If an item costs between $70 and $74, Amazon's checkout algorithm fears currency fluctuations between purchase day and customs clearance. It collects an estimated 'Import Fees Deposit' as a buffer.
- Cart Recalculation: Adding a secondary item alters the cart's structural calculation. The algorithm strictly checks the combined item net value, verifies it remains under the $75 limit, and drops the deposit requirement.

Cart Comparison: With vs. Without Filler Item
| Cart State | Base Item Price | Import Fees Deposit | Filler Item Price | Checkout Total | Actual Saving |
|---|---|---|---|---|---|
| No Filler (Bug) | $73.50 | $15.80 | - | $89.30 | - |
| With Filler Item | $73.50 | $0.00 | $1.20 | $74.70 | $14.60 |
Buying an additional $1.20 item triggers a cart update that removes the $15.80 tax deposit entirely.
Recommended Filler Items & Criteria
To successfully apply this checkout strategy, ensure the following:
- Fulfillment: The filler item must be Shipped by Amazon (sold or fulfilled) to combine calculations in the same shipment.
- Weight: Choose ultra-lightweight items to avoid raising shipping costs.
- Recommended Items:
- Personal Care: Oral-B dental floss, ChapStick lip balm, Band-Aid adhesive bandages.
- Stationery: Bic ballpoint pens, erasers, post-it notes.
- Hardware: Small rolls of electrical tape, cable zip-ties.

Tip: always double-check the Import Fees Deposit line at checkout. If it shows up for items under $75, throw a cheap filler into your cart!
