Device Classification: Exempt vs. MOC Approval Required
Under the Ministry of Communications import reform, many wireless items are fully exempt from approval (up to 5 units per parcel):
- Fully Exempt (Fast Customs Clearance): Mobile phones, tablets, laptops, robot vacuums, TV streamers, smart TVs, Bluetooth-only devices (speakers, headphones, keyboards), indoor home cameras.
- Requires Personal Import Approval: Wi-Fi Routers, Access Points, range extenders, outdoor wireless security cameras, video-transmitting drones, walkie-talkies.

Warning: Never import walkie-talkies from the US! US standard FRS/GMRS units operate on frequencies allocated for emergency and defense forces in Israel and will be confiscated immediately.
Step-by-Step Gov.il Portal Application Guide
- Go to the MOC Personal Wireless Import Approval Portal. You can also refer to the Israel Customs Communication Approval Guide and check import limitations using the Gov.il Personal Import Eligibility Checker.
- Authenticate using the national identification registry (ID number and password).
- Select applicant type: "Personal Import Approval" (בקשה לאישור יבוא אישי).
- Fill in product metadata: manufacturer, exact model number, and category.
- Input exact frequency ranges in MHz and power in Watts as listed in the manufacturer's spec sheet.
- Upload the required attachments:
- Waybill / Tracking Number from your shipping carrier.
- Purchase Invoice (proving buyer name and price).
- Official Technical Datasheet displaying frequency charts and the CE mark.
- Submit. Approval is sent to your email in 2-5 business days and linked to customs.
